NLCS Jeju Governing Body

It is a UK tradition for schools to appoint Governing Bodies to assist in the running of the school. A Governing Body has operated at NLCS UK since opening in 1850. Experience shows that the success of the School owes much to the effectiveness of the Governing Body. The role that it plays should not be under-stated.

The Governing Body is responsible for determining the aims and overall conduct of the school. It sets and reviews the policies, plans and procedures that will ensure the best possible education for present and future students of the school, including the proper control of its finances. The Governing Body is also accountable for the discharge of its responsibilities to students, parents and staff. It is the role of the Principal to recommend strategy to the Governing Body.

Governors bring outside skills to an educational setting. They offer support and advice to the Principal and also shape the future strategy of the school. Governors are from a variety of employment backgrounds with legal, accountancy and construction skills, or have experience in education. The Governing Body of NLCS Jeju is comprised of 3 Governors from NLCS in London together with 3 locally appointed Korean Governors. A short biography of each Governor is given below.

Mr John Allen FRICS, Chairman of Governors

Married with a daughter, son and granddaughter.

Chartered Surveyor – President, Quantity Surveyors Division (1994-95), Royal Institution of Chartered Surveyors, member of General Council 1992/8, Chairman of Executive Group 1995/1998.

Joined John Laing plc 1959 retired 1994, Joint Chief Quantity Surveyor and Joint Managing Director John Laing construction Ltd, Director John Laing Overseas Ltd, Chairman, Elstree Plant Ltd, Chairman Laing Management Ltd, Associate Director John Laing plc.

Member of a number of construction industry bodies and committees and consultant on building and construction matters.

External Examiner at university of Reading, University of Northumbria at Newcastle, U.M.I.S.T and College of Estate Management.

Formerly a Liveryman, Worshipful Company of Chartered Surveyors, Non-executive director, Historic Property Restoration Board, English Heritage, Vice Chairman and Chair of Audit and Risk Management Committee, East Thames Housing Group.

Interests: Gardening, travel, history and antiques.

Mrs Claire Froomberg MA FCMA FRSA

Having studied Natural Sciences at Cambridge University Claire joined Unilever and worked in their Internal Audit department while qualifying as a Chartered Management Accountant. She then moved to one of their subsidiaries in the transport sector.

Claire's professional career has involved senior and board finance roles in both the private sector and the charity sector. Her current position is as head of finance and operations for an Environmental Policy Institute which advises, among others, the European Commission , European Parliament and National Environmental organisations.

Claire has served on the governing body of North London Collegiate School since 2000 and been a member of various committees including; Finance and Estates, Governance and Investments. More recently she has been involved in the development of the Jeju School project and is a director of NLCS Enterprises.

Helen Stone, OBE, FREng, BSc, CEng, FICE, Old North Londoner

Helen was educated at NLCS from age 7 to 18, and was Head Girl. She then went on to the University of Birmingham and took a degree in civil engineering before entering the construction industry and becoming Chartered She is known particularly for her high profile career at WS Atkins over 20 years and for becoming in 1991 the third ever female Fellow of the Institution of Civil Engineers and the first for 19 years.


Her diverse project experience includes Channel Tunnel contract due diligence for Railtrack, site supervision of the M11 motorway, managing a 150-strong engineering consultancy, and management of a $100m petrochemical project in the USA.

Helen has appeared on radio and television, and has represented British engineering and management in locations as diverse as Beijing and Moscow. She was awarded an OBE in the millennium honours for services to promoting equal opportunities in the construction industry.

She served as a governor at Cheltenham Ladies’ College for 9 years, subsequently joining the governing body of North London Collegiate School and becoming its Chairman. New developments at NLCS under her leadership include the successful introduction of the International Baccalaureate, restructuring the governing body by introducing subcommittees, modernisation of the school’s constitution, a number of building projects such as new classrooms, laboratories and a theatre, and the opening of NLCS Jeju.

Helen is also a trustee of LHA, a charity providing low cost accommodation in London for workers and students; and chairman of the Ethics & Standards Board of APMG, a company which certifies project managers and accredits their training organisations worldwide.

Her interests include golf, art, travel and classical music.
